PAT Testing for Events, Festivals and Outdoor Traders in Wales

It's high summer in Wales, which means one thing for thousands of traders: the season is on. Food festivals, agricultural shows, markets, fêtes, music weekends, from the Royal Welsh to the smallest village field day, if you run a food truck, a stall, a mobile bar or a rig of sound and lights, the next few weeks are where the year's money gets made. And there's one piece of paper that increasingly decides whether you get to plug in at all: a current PAT certificate. Here's what event traders need to know.

Why event kit is a different animal

The rules on PAT testing frequency are risk-based, the Health and Safety Executive is clear that how often equipment needs inspecting and testing depends on the type of equipment and the environment it's used in, with harder environments needing more frequent attention. And it's difficult to imagine a harder environment than the events circuit. Your kit gets loaded, driven, unloaded and rigged over and over; it works in rain, mud and heat; cables run across grass, get trodden on by crowds and coiled up wet at midnight. The coffee machine that would potter along happily for years in a café ages a lot faster living in the back of a van. The same appliance, in this life, is simply a higher-risk item, and the HSE's guidance on maintaining portable electrical equipment reflects exactly that in its suggested inspection frequencies for harder-use settings.

There's also the matter of who's around it. At home a dodgy extension lead endangers you; at a festival, it's plugged into a temporary supply or a generator with the public queuing a metre away. That's why the events world takes the paperwork seriously.

The gate you have to get through

Most event organisers, market operators and local-authority pitch licensors now ask to see a current PAT certificate (usually alongside your insurance) before you're allowed to connect to their power, and plenty will walk the rows checking labels on the day. Turning up without one can genuinely cost you your pitch, at the exact point in the year you can least afford it. The certificate has stopped being a nice-to-have; for a trading season, it's a ticket to entry. Sorting it once, before the season, covers the whole run of bookings, which beats discovering the gap in a field on a Saturday morning with an event manager shaking their head.

What needs testing

The short answer is everything with a plug that works your pitch: the urn, the fryer, the coffee machine, the fridge in the trailer, card-reader chargers, lighting rigs, speakers, heaters for the evening trade, and, above all, the extension leads and cable reels, which live the hardest life of anything you own and are where trouble most often shows up. If a generator's involved, everything running off it still needs to be safe kit in its own right. A proper test visit works through the lot, labels each item, and leaves you one certificate listing everything, the single document you'll hand over, photograph and email to organisers all season.
