What the law really says
Plenty of people believe PAT testing is a yearly legal obligation. It isn't. No law names PAT testing, and none fixes an interval. The real duty is in the Electricity at Work Regulations 1989, which require electrical equipment that could cause injury to be kept in a safe condition. PAT testing is just the established way of demonstrating you're doing that.
The Health and Safety Executive prefers a risk-based approach to routine blanket testing, and its guidance on maintaining portable electrical equipment sets out suggested intervals for different equipment and environments.
How often should you test?
It depends on the equipment and how it's used. Tools and machinery on a Dafen industrial unit take far more wear than the tills and laptops in a retail-park store or an office, so they need checking more often. Gyms, cafés and leisure sites along the coast, with kit in near-constant use, fall somewhere between.
